The seasonal half of UTC−5

In the northern winter, the offset carries the North American eastern seaboard and its inland neighbours: United States — New York, Washington, Philadelphia, Boston, Atlanta, Miami, Detroit, Cleveland, Indianapolis.

Canada — Toronto, Ottawa, Montreal, Quebec City. Caribbean — Havana, Nassau, and the Turks and Caicos Islands. All of them move to UTC−4 between mid-March and early November. In their place, the Central zone arrives: Chicago, Houston and Winnipeg spend the summer on UTC−5 as Central Daylight Time. The number stays; the membership turns over.

The permanent half of UTC−5

A large group of places holds UTC−5 with no seasonal change at all, which makes them a stable reference point when the north is drifting: Colombia — Bogotá, Medellín, Cali. Peru — Lima, Arequipa, Cusco.

Ecuador — Quito and Guayaquil on the mainland. Panama — Panama City. Jamaica and the Cayman Islands — Kingston and George Town. Mexico — Quintana Roo, including Cancún and Playa del Carmen. Brazil — the state of Acre and part of Amazonas, around Rio Branco.

Naming it correctly in invitations

This offset generates more scheduling mistakes than most, because "Eastern time" and "UTC−5" are not synonyms. Eastern time is a region that spends most of the year at UTC−4. Bogotá is at UTC−5 permanently, so it matches New York in winter and falls an hour behind it in summer, having done nothing.

Eastern time and UTC−5 are not the same thing: one is a name that moves, the other is a number that doesn't. Confusing them costs somebody an hour, twice a year, forever. The pattern repeats around the Caribbean. Havana observes daylight saving and Kingston does not, so two cities an hour's flight apart agree for part of the year and disagree for the rest. Cancún holds UTC−5 all year while the rest of Mexico sits an hour behind at UTC−6.

For anything that recurs — a weekly standup, a payroll cutoff, a maintenance window — the safe practice is to store a city name and let software resolve it. For anything written once and read later, spell out the offset in the text.
