Three ways to arrive at UTC−7
Few offsets are reached by so many different routes. At any given moment, a place on UTC−7 is there for one of three reasons: Mountain standard time — Denver, Salt Lake City, Albuquerque, Boise, Calgary, Edmonton, from November to March.
Pacific daylight time — Los Angeles, Seattle, Vancouver, from March to November. No seasonal change at all — Arizona, the Mexican state of Sonora, and Yukon, every day of the year. The result is a zone whose membership rotates twice a year while its number stays the same. Phoenix and Denver share a clock all winter and differ by an hour all summer; Phoenix and Los Angeles do precisely the reverse.
Arizona, Sonora and the Navajo Nation
Arizona has declined daylight saving for decades, and its neighbour across the border, Sonora, aligned with it — a choice Mexico's 2022 decision to end nationwide daylight saving later made general. Within Arizona, though, the picture is not uniform: the Navajo Nation observes daylight saving, while the Hopi Reservation, surrounded by it, does not.
In Arizona the only safe way to state a meeting time is to name the town out loud. "Mountain time" there is a family of clocks, not a clock. Yukon reached the same fixed offset from the other side. It stopped switching in 2020 and settled permanently on UTC−7, which leaves Whitehorse level with Edmonton in winter and level with Vancouver in summer.
When Pacific cities join this offset
For anyone scheduling across western North America, the practical rules are short. Denver and Phoenix agree in winter and disagree in summer. Phoenix and Los Angeles agree in summer and disagree in winter. Denver and Los Angeles disagree by one hour all year, because both switch on the same dates. And Whitehorse, having opted out entirely, agrees with whichever of its neighbours happens to be on UTC−7 that month.
None of this is a defect in the clocks; it is what happens when a region-wide seasonal rule meets several jurisdictions that each decided differently. Written offsets survive it. Abbreviations mostly do not.
