Islands, Siberia and a summer visitor

UTC+11 has two permanent constituencies with almost nothing in common, plus a large seasonal one. The permanent side is Melanesia and the Russian Far East: Honiara, Solomon Islands Port Vila, Vanuatu Nouméa, New Caledonia

Sydney, Melbourne, Canberra and Hobart all move to UTC+11 for the southern summer, which briefly makes this one of the more populated offsets on the planet — and then, in April, empties it again.

Daylight saving: it depends entirely who you mean

Nowhere on the permanent side of UTC+11 observes daylight saving. Russia dropped seasonal changes in 2014. The Melanesian islands sit near enough the equator that the length of the day barely moves across the year, so there is nothing to save.

Everything seasonal about UTC+11 comes from Australia. From October to April, New South Wales, Victoria, the ACT and Tasmania sit here on Australian Eastern Daylight Time. For the rest of the year they drop back to UTC+10 and leave the offset to the islands and Siberia.

Norfolk Island is the odd one out among Australian territories: it observes daylight saving on the mainland eastern pattern, moving to UTC+12 for the summer. An offset with Magadan and Vanuatu on it is a reminder that time zones are about longitude and politics, never about climate.

Practical consequences

The half-year migration of Sydney between UTC+10 and UTC+11 is the single largest source of confusion here. A standing meeting fixed to a European clock will drift by an hour twice a year relative to Australian participants, and the two hemispheres change on different dates, so there are short windows each year when the usual arithmetic simply does not hold.

Fix recurring meetings to a named city, not to an offset. Expect two annual windows — around late March and late October — when the gap to Europe or North America is unusual. For the island nations, treat UTC+11 as fixed. It is.

Working with UTC+11 from elsewhere

From London the offset is eleven hours in the northern winter, which lines up the London morning with the late evening in Honiara. From New York the gap is wide enough that the practical overlap is a US evening against the following working morning in the Pacific.

Within the offset, the working day is shared. A call between Nouméa, Port Vila and Honiara needs no conversion at all, which is one of the few genuine conveniences a time zone can offer.
