Where UTC+10 is the standard time

This offset stretches from the Siberian coast down through Melanesia to Queensland, so it holds together places with almost nothing else in common. A few of the larger populations living on it: Brisbane and the rest of Queensland, Australia — year round

Australia supplies most of the people on this offset, and it is also where the offset gets complicated. Queensland stays put all year. New South Wales, Victoria, the ACT and Tasmania only sit at UTC+10 for part of it.

Daylight saving on this offset

The split runs straight through eastern Australia. The southern states move their clocks forward an hour in October and back again in April, which lifts them to UTC+11 for the southern summer. Queensland does not, having voted the idea down and stayed with it.

The practical result is that Brisbane and Sydney share a clock for roughly half the year and differ by an hour for the other half. Anyone scheduling a recurring call across that border learns this the hard way, usually once.

Russia is simpler. Vladivostok and Khabarovsk observe no daylight saving at all — the country dropped seasonal changes in 2014 and has not brought them back. Guam, Papua New Guinea and Micronesia likewise stay fixed at UTC+10 all year, being close enough to the equator that the extra evening light would be marginal anyway.

If a meeting invite says "10am Australian Eastern Time" without naming a city, half the country is about to join an hour late.

Reading the offset correctly

The safest habit is to name the place rather than the offset. UTC+10 is an arithmetic fact; "Brisbane" is a fact that carries its own daylight saving rules with it. Calendar software resolves city names correctly and cannot guess what you meant by a bare number.

Write the city or the IANA zone name, such as Australia/Brisbane or Asia/Vladivostok. Check whether the date falls inside the southern summer before assuming an hour. Confirm the offset again if the meeting is more than a month out.

Working across UTC+10

From Western Europe, UTC+10 is eight to ten hours ahead depending on the season, which leaves a narrow overlap in the European morning and the Australian evening. From the US west coast the gap is wider still, and the workable window is early morning in California against the following morning in Brisbane — the date changes, which is the part people forget.

Within the offset itself the working day is straightforward. Vladivostok, Port Moresby and Brisbane all keep ordinary office hours on the same clock, so a call between them needs no arithmetic at all for most of the year.
