Countries and cities

Japan — Japan Standard Time (JST). Tokyo, Osaka, Yokohama, Nagoya, Sapporo, Fukuoka. One offset for the whole country, Okinawa to Hokkaido. South Korea — Korea Standard Time. Seoul, Busan, Incheon, Daegu.

North Korea — Pyongyang. Palau — Ngerulmud, Koror. Indonesia — Eastern Indonesian Time (WIT): Jayapura, Ambon, Ternate. East Timor — Dili. Russia — Yakutsk Time: Yakutsk, Blagoveshchensk, Chita. Tokyo and Seoul dominate the offset in economic terms, and share it exactly — no conversion is needed between them, which is unusual for two capitals in different countries.

North Korea's detour

The Korean peninsula has not always been on one clock. In 2015 North Korea moved to UTC+8:30, calling it Pyongyang Time, putting it thirty minutes behind the South. In 2018 it returned to UTC+9, restoring a single time across the peninsula. It is one of the clearest modern examples of a time zone changed for reasons that had nothing to do with sunlight.

Daylight saving

Nobody on UTC+9 changes clocks today. Japan used daylight saving during the Allied occupation, from 1948 to 1951, and has debated reintroducing it several times without doing so. South Korea observed it in 1987 and 1988, around the Seoul Olympics, and not since. Russia ended seasonal changes in 2014.

The consequence is familiar: your distance from Tokyo depends entirely on your own clocks. London is nine hours behind in winter and eight in summer. Tokyo and Seoul run on the same clock and argue about almost everything else — proof that time zones settle less than you would hope.

Scheduling across UTC+9

With Europe, the workable window is the Asian late afternoon: 17:00 in Tokyo is 09:00 in London in winter. With the US West Coast, expect a date shift of a full day for most of the working week. Tuesday morning in Tokyo is Monday afternoon in San Francisco.

Japan runs on a 24-hour clock in transport and official contexts, and broadcast schedules sometimes use hours past 24:00 — "26:00" means 02:00 the next day. Indonesia's WIT shares the offset with Japan but sits near the equator; the clock is the same, the daylight pattern is not.
