Countries and cities

UTC+7 is one of the more populous offsets, largely because of Indonesia and Vietnam: Thailand — Indochina Time. Bangkok, Chiang Mai, Phuket. Vietnam — Hanoi, Ho Chi Minh City, Da Nang, Hai Phong. Indonesia — Western Indonesian Time (WIB), covering Java, Sumatra and western Kalimantan: Jakarta, Surabaya, Bandung, Medan, Semarang.

Cambodia — Phnom Penh, Siem Reap. Laos — Vientiane, Luang Prabang. Russia — Krasnoyarsk Time: Krasnoyarsk, Novosibirsk, Barnaul, Kemerovo, Tomsk. Mongolia — the western provinces of Hovd, Uvs and Bayan-Ölgii.

Christmas Island — an Australian territory in the Indian Ocean. Jakarta is the largest single city on the offset. Bangkok is the usual reference for regional business, and Indochina Time is the name that covers Thailand, Vietnam, Cambodia and Laos together.

Indonesia's three zones

Indonesia does not fit into one offset. It runs three: WIB at UTC+7 in the west, WITA at UTC+8 for Bali, Sulawesi and southern Kalimantan, and WIT at UTC+9 for Papua and the Maluku Islands. A domestic flight from Jakarta to Bali crosses an hour; Jakarta to Jayapura crosses two. Proposals to unify the country on a single offset have been raised and not adopted.

Daylight saving

Nothing on UTC+7 observes daylight saving today. Russia ended seasonal changes in 2014. Mongolia has moved back and forth on the question, trying summer time in several periods including 2015 and 2016, before dropping it again — but that affected the country's main zone at UTC+8 rather than the western provinces. Southeast Asian countries on this offset have kept fixed time throughout.

Seven hours ahead of London and fixed all year: the offset only feels unstable because half the world keeps rearranging itself around it.

Practical notes

Bangkok is six hours ahead of London in summer and seven in winter. If a recurring call keeps sliding, that is why. Ho Chi Minh City, Bangkok, Jakarta and Phnom Penh all share the offset, so a regional call needs only one time announced.

Krasnoyarsk shares the clock with Bangkok but not the working culture or the daylight — the offset says nothing about sunrise this far north. When writing to Indonesia, say WIB, WITA or WIT, or name the city. "Indonesian time" is three different answers.
