One offset, two rules

This is the half-hour zone where daylight saving actually matters, because the two territories using it disagree about it: South Australia — Australian Central Standard Time, UTC+9:30. Adelaide, Mount Gambier, Whyalla, Port Augusta. Observes daylight saving, moving to UTC+10:30 (Australian Central Daylight Time) over the southern summer.

Northern Territory — Australian Central Standard Time, UTC+9:30. Darwin, Alice Springs, Katherine, Tennant Creek. Does not observe daylight saving, and stays on UTC+9:30 all year. Broken Hill, New South Wales — a well-known anomaly. The town sits in a state on UTC+10 but keeps central time, UTC+9:30, along with its neighbours to the west.

So Adelaide and Darwin share a clock for roughly half the year and sit an hour apart for the rest of it, without either of them changing which offset they call standard.

Daylight saving in detail

South Australian daylight saving runs through the southern summer, beginning in October and ending in April. During that period Adelaide is UTC+10:30 — one of very few places on earth to use that offset at all. The Northern Territory stays put, on the reasonable grounds that daylight saving does little for a tropical latitude where day length barely varies.

Broken Hill follows South Australian daylight saving rather than New South Wales rules, which keeps it thirty minutes behind Sydney year-round instead of switching between two gaps. Adelaide and Darwin agree on the clock in winter and stop speaking in October. Australia has more internal time zones than some continents.

Getting it right

Never quote "central Australian time" without saying whether you mean Adelaide or Darwin, and in which month. Use the identifiers Australia/Adelaide and Australia/Darwin in software — they encode the daylight saving difference. Australia/Broken_Hill exists too.

Adelaide is thirty minutes behind Sydney and Melbourne all year, because those cities also shift for daylight saving. The half hour is constant; the whole hours are not. Perth, on UTC+8, is 1:30 behind Adelaide in winter and 2:30 behind in summer.

Why the half hour exists at all

Central Australia sits roughly between the eastern and western halves of the continent, and a full-hour step in either direction would have put a large, thinly populated region badly out of step with the sun. The half-hour compromise was adopted in the late nineteenth century and has held since, surviving periodic suggestions that Australia simplify to fewer zones.
