A US commonwealth on Asian hours

The Northern Mariana Islands form a Commonwealth in political union with the United States, but sit far out in the western Pacific, north of Guam. The result is a clock that has nothing in common with any American mainland zone: at UTC+10:00 the islands are on hours that line up with eastern Australia and the Russian Far East, and they run a day ahead of the continental United States in practical terms.

Chamorro Standard Time is shared with Guam, the neighbouring US territory a short flight to the south. The two are effectively a single timekeeping unit, which simplifies the constant traffic of business, government and travel between them.

Islands and municipalities

The commonwealth is a chain of islands running roughly north to south, organised into municipalities. All keep the same clock: Saipan, the seat of government and home to most of the population. Tinian, immediately south of Saipan, with Aguiguan alongside it.

Rota, the southernmost of the inhabited islands, closest to Guam. The Northern Islands — including Anatahan, Pagan and Agrihan — volcanic and sparsely inhabited, administered as a single municipality.

The chain stretches a considerable distance north to south, but barely at all east to west, so a second time zone would serve no purpose. Where the northern islands do differ from Saipan is in daylight: the further north you go, the more the length of day varies between summer and winter, though at these latitudes the difference stays modest.

Why the clock never moves

Daylight saving is not observed here, and the reason is the same one that applies across the tropics. Saipan lies around 15 degrees north, where the sun rises and sets within a fairly narrow band of times throughout the year. Shifting the clock forward in summer would gain very little usable evening light, while introducing twice-yearly disruption to schedules, flights and ferries.

Several US states and territories make the same choice. For the Marianas it also has the advantage of keeping the offset from Guam and from Asian business centres fixed, which matters for a tourism economy oriented toward East Asia rather than toward North America.

Scheduling across the Pacific

Working with the mainland United States from Saipan means accepting a very large gap. Hawaii, Los Angeles, Chicago and Washington are all far enough behind that a same-day conversation is either very early or very late for someone. Because the mainland observes daylight saving and the Marianas do not, the exact difference shifts by an hour twice a year — the change happens at the American end, not the local one.

By contrast, the islands sit comfortably alongside Tokyo, Seoul, Manila, Sydney and Brisbane, with gaps small enough for an ordinary working day to overlap.
