Norfolk Island is an external territory of Australia in the South Pacific, sitting between Australia, New Zealand and New Caledonia. Its clock reflects that position rather than the mainland's: at UTC+11:00 it is ahead of Brisbane and Sydney's standard time, and it moves onto summer time along with the south-eastern Australian states.

That daylight saving arrangement is comparatively recent in the island's history. For a long stretch Norfolk Island held a fixed offset and simply let the mainland drift back and forth around it. Kingston sits on the south coast and holds the administrative buildings, the historic convict-era stone quarter and the island's ceremonial centre. Burnt Pine, inland, is the commercial hub where most shops and services are found. Other named localities — Anson Bay, Cascade, Middlegate, Steels Point, Longridge — are dispersed across an island of roughly 35 square kilometres.

There are no separate regions with separate clocks. The island has one administration and one time. Cascade on the north side and Kingston on the south are minutes apart by car, and their sunrise differs by seconds, not by any amount worth putting on a schedule.

Nearby zones and the gap to Australia

Norfolk Island's neighbours give a sense of where it sits in the Pacific spread of offsets: New Zealand, to the south-east, is one hour ahead of Norfolk Island's standard time and stays ahead through the summer season, since both observe daylight saving.

New Caledonia, to the north, shares UTC+11:00 in standard time but does not observe summer time, so the gap opens and closes across the year. Eastern Australia, to the west, is behind Norfolk Island in both standard and summer periods.

The practical lesson: with Norfolk Island, the difference to a given city is not one number. It is two, and which one applies depends on the month at both ends.
