Port Vila on the island of Efate is the capital and the reference point for the national clock. It sits at UTC+11 year round. When Port Vila reaches noon, Sydney reads 11:00 in Australian Eastern Standard Time and 13:00 when New South Wales is on summer time — Vanuatu holds still while its large neighbour moves.

That relationship is worth remembering if you deal with Australian partners. For part of the year Vanuatu is an hour ahead of Sydney, and for part of the year an hour behind. Nothing in Vanuatu has changed; the reference point has.

Eighty islands, one clock

Vanuatu is a chain of roughly eighty islands spread over more than 1,000 kilometres of ocean from the Torres Islands in the north to Anatom in the south. All of them keep the same time: Shefa Province, including Efate and Port Vila

Sanma Province, including Espiritu Santo and Luganville Malampa Province — Malakula, Ambrym, Paama Penama Province — Pentecost, Ambae, Maewo Tafea Province in the south, including Tanna and Erromango Torba Province in the far north

The north-south spread affects daylight far more than it affects the clock. Southern islands see a wider seasonal swing in sunrise and sunset than the northern ones, but the hour on the wall is identical everywhere.

No daylight saving, and a short history of one attempt

Vanuatu does not observe daylight saving today. Being close to the equator, the country gets a fairly even split of day and night through the year, and shifting the clock buys very little useful evening light. Twelve-ish hours of daylight in June, twelve-ish in December.

This is the usual pattern for tropical nations. Daylight saving pays off where summer days are long and winter days are short; near the equator there is no seasonal surplus to redistribute. Near the equator the sun keeps such regular hours that moving the clock would only insult it.

Vanuatu against the rest of the Pacific

UTC+11 puts Vanuatu in company with the Solomon Islands and New Caledonia. Fiji is an hour ahead at UTC+12, and New Zealand is two hours ahead in its standard time and three ahead in summer. Papua New Guinea sits an hour behind at UTC+10.

Same hour: Honiara, Nouméa. One hour ahead: Suva. One hour behind: Port Moresby, Brisbane. Two or three hours ahead: Auckland, depending on the New Zealand season. Because Vanuatu is so far east, its business day begins while Europe is asleep and ends before Europe wakes properly. A London office and a Port Vila office share almost no working hours at all; email is the only realistic channel unless one side gets up very early or stays very late.

Practical notes for visitors and remote workers

Flights into Bauerfield International Airport mostly come from Australia, New Zealand and Fiji, all of which are within a few hours of Vanuatu's clock, so jet lag is mild for regional arrivals. Travellers from Europe or North America cross many more hours and should plan a slow first day.

Government offices and banks generally work weekday mornings and early afternoons, with a lunch break in the middle of the day. Island transport and inter-island flights run on daylight, and schedules on the outer islands are more responsive to weather than to timetables.
