Daylight saving: none of it

This is the notable feature of UTC+4 and the reason it is pleasant to work with. Not one country on the offset observes daylight saving today. Several used to. Azerbaijan and Georgia both ran summer time in the past and abandoned it. Armenia did the same. The Gulf states never adopted it. Mauritius tried it for a single season and dropped it. The result is an offset where the clock reading is stable across the whole year, everywhere on it.

That does not mean your gaps are stable. Dubai is four hours ahead of London in winter and three in summer — London moves, Dubai does not. The same applies to Tbilisi against Berlin, or Port Louis against Paris. The variation always comes from the European end.

The Gulf working week is the detail that matters more than the clock here. Business hours and weekend days differ across the region, and getting the offset right does not help if you have booked a call on someone's weekend.

Dubai to London: four hours ahead in winter, three in summer. Overlap is the London morning. Dubai to Singapore (UTC+8): four hours behind, fixed all year, since neither changes. Tbilisi to Moscow (UTC+3): one hour ahead, fixed, since neither changes.

Port Louis to Johannesburg (UTC+2): two hours ahead, fixed. Three of those four gaps never move at all — a rarity worth appreciating if you have spent time scheduling across the Atlantic.
