Tbilisi, on the Kura River in the east of the country, runs four hours ahead of Coordinated Universal Time. That is the national standard, so the reading in the capital is also the reading in Batumi on the Black Sea and in the mountain towns of the Greater Caucasus.
Georgia's geography would tempt a mapmaker into splitting it — the country spans a meaningful stretch of longitude between the Black Sea and the Azerbaijani border — but administratively it is one clock and always has been in recent practice.

Every region reads the same hour, whatever the terrain between them: Tbilisi and the surrounding Kvemo Kartli lowlands Adjara and the Black Sea coast around Batumi Imereti and Kutaisi in the west Kakheti in the wine country to the east

Why Georgia stopped changing its clocks
Georgia does not observe daylight saving time. The country settled on a fixed offset rather than a seasonal one, and it has stayed there. For anyone scheduling regularly with Tbilisi, this is the single most useful fact on the page: Georgia's side of the calculation never moves.
In a country that fixed its clock, every scheduling surprise has a return address — and it is not Tbilisi.
How the gap to Europe shifts
Because Georgia is fixed and much of Europe is not, the difference between Tbilisi and European capitals is not a constant number. It is two different numbers, depending on the season, and the change happens on the European end:
During the European winter, when those clocks are on standard time, the gap to Tbilisi is at its widest. When European clocks spring forward, they close an hour of that gap. In autumn they fall back and the gap opens again.
