When is winter solstice is the same question with one word dropped. The event is a moment, not a whole day of weather. It is the December solstice: the Sun reaches its southernmost standing in the sky. North of the equator that is the shortest stretch of daylight and the longest night of the year. The civil date is usually December 21 or 22. December 20 and 23 exist in the long historical table; they are rare.

Shortest day, not the whole of winter

After the solstice, daylight in the north begins to lengthen. That is why people call it a turning. The lengthening is slow at first. Early January still looks like midwinter. The coldest stretch in many inland climates arrives after the shortest day, because the ground and the air keep losing heat. Do not treat December 21 as a promise that jackets come off.

Earliest sunset and latest sunrise are not always the solstice itself. In many temperate places the earliest sunset comes several days before the solstice, and the latest sunrise several days after. The shortest total daylight is still at the solstice. If you are chasing a photograph of sunset, check the actual sunset table for your latitude. If you are chasing the longest night, the solstice is the mark.

Northern Hemisphere: December solstice = winter solstice, shortest day. Southern Hemisphere: December solstice = summer solstice, longest day. June solstice: the pair swapped — summer in the north, winter in the south.

Meteorological winter (north): December, January, February, starting December 1. Inside the Arctic Circle the Sun can stay below the horizon around this date. Inside the Antarctic Circle it can stay above. Those polar cases are the same geometry taken to the extreme, not a different holiday.

Winter is already in the room when the solstice knocks. The knock is for the light, not for the thermostat.

How to place it on a human calendar

School breaks, office shutdowns, and religious feasts sit near the solstice because December is already packed, not because the sky committee booked them. Christmas is December 25. Boxing Day is December 26 in countries that keep it. New Year’s Day is January 1. The solstice is none of those. It can fall on a weekday and still be the shortest day while everyone is at work.

If you count “days until winter,” say which winter you mean. From early September in the north, meteorological winter is still months away on December 1, and astronomical winter is later still on the solstice. From the Southern Hemisphere, December is high summer. A search typed in English from the United States usually wants the northern winter solstice. A search typed in Australia for “winter solstice” in June wants the June date. Hemisphere first, then the month.
