The date is fixed. It does not float to a Monday, and it does not share March with International Women's Day. 19 November 2025 was a Wednesday. 19 November 2026 is a Thursday. 19 November 2027 is a Friday. The weekday changes. The month and the number do not.

The current observance was begun in Trinidad and Tobago in 1999 by Jerome Teelucksingh, who chose 19 November because it was his father's birthday. The day is marked in many countries. It is not a United States federal holiday, and it is not an official United Nations observance in the way 8 March is. Banks, schools, and ordinary shops keep ordinary hours unless they choose otherwise.

You also do not need the prefix “international” if a quiet Tuesday in your own house is the hour that actually fits.

It is not a replacement for International Women's Day, and it is not a veto of that March date. Two numbered days can exist on one calendar. It is not Father's Day, which follows a Sunday rule in June in the United States and other dates in other countries. If a school already holds an event on a different November weekday, that is a local schedule, not a new official date.
