Stock exchanges have closed for the federal holiday as well; that is a market notice, not a picnic rule. Grocery stores and many retailers stay open. A parade or a reading of the order can run in a park that is open while a bank lobby is not.

When June 19 falls on Saturday or Sunday, check the year’s federal table. The public still says June 19. A worker whose office follows OPM may be off Friday or Monday instead. State and city holidays are not identical in every jurisdiction even though the federal date is national. If your errand needs a clerk at a government desk, read that office’s notice for that June, not a memory of July 4 hours.

The seasonal practicality is heat and light. Afternoon events start in daylight that lasts. If you are traveling in June, you are in summer traffic, not in November’s early dark. The holiday is a date in that season, and the season does not move the date.
