If today is any other date, it is not National Cat Day, even if your cat is sitting on the keyboard. The U.S. date was started in 2005 by Colleen Paige as National Cat Day, aimed at adoption and at the animals already in the house. It is a campaign date, not a statute. Shelters may run events. Impulse pets are how a themed day becomes someone else’s January problem. Adoption is a contract, not a caption.

Pictures are fine. They do not replace a box that has not been scooped. If two unofficial animal days land near each other, you may mark both. The cat will not grade you. If 29 October is a work Thursday, you do not get a federal afternoon off. Pet the cat before the commute or after it. The date will still be 29 October when you get home.
