If Monday is not on the list, the answer is no, even if you have the day off by contract, even if a school inset closed the building, even if a local parade filled a street. Private time off is real. It is not a public holiday. Conversely, if Monday is on the list, the answer is yes for the systems that observe it, even if your shop rostered you anyway.
