A mid-February weekday is not a holiday by arithmetic. Holidays on February 16 exist because a legislature or a tradition wrote that civil date into law. If you are asking about holidays in February in the United States, the federal mid-month observance is Washington's Birthday, kept on the third Monday of February and often called Presidents' Day. That Monday sometimes lands on 16 February and sometimes does not. The Monday is the rule. The sixteenth is an accident of the year.

Lithuania's February 16 holiday is not an accident. On 16 February 1918 the Council of Lithuania signed the Act of Independence in Vilnius, declaring the restoration of an independent state. The public holiday is Lietuvos valstybės atkūrimo diena, the Day of Restoration of the State of Lithuania. It is distinct from 11 March, which marks the 1990 restoration of independence from the Soviet Union. Both are Lithuanian statehood dates. They commemorate different acts in different centuries.

In North Korea, 16 February is the Day of the Shining Star, the birthday of Kim Jong-il, kept as a major state holiday. That is a different political calendar on the same numeral. If your question is “holiday February 16” without a country, the honest first step is to name the country. The number sixteen does not travel with a single meaning.

February holidays that are not the sixteenth

February holidays in the United States that people confuse with this date include Groundhog Day on 2 February, Valentine's Day on 14 February, and the third-Monday Presidents' Day. Leap day is 29 February in a leap year, not the 16th. None of those is “the February 16th holiday” as a U.S. federal category.

Elsewhere, February holds other national days that are not the 16th. Do not flatten them into one mid-month weekend. A bank in Vilnius will close for Restoration of the State. A bank in Dallas will not close because the calendar shows 16 unless that year the third Monday is the 16th, in which case it is closing for the federal Monday, not for Lithuania's 1918 act.

How to read your own February 16

Ask three questions. Which country or employer calendar are you on? Is 16 February a named public holiday there? If you are in the United States, is this year's third Monday the 16th? If the answers are “United States,” “no,” and “no,” then February 16 is an ordinary weekday for federal purposes. Schools and shops follow their own notices.

If you are in Lithuania, treat the day as a state holiday: flags, ceremonies, closed public offices. If you work across borders, do not schedule a payment that needs both a Vilnius counter and a New York counter without checking both closures. The same sunrise can be a day off in one capital and a full inbox in another.
