Lithuania pins a national day to 16 February because the Council of Lithuania signed the Act of Independence in Vilnius on 16 February 1918. How to tell which Feb 16 you were asked about
If the asker is in Vilnius, or is talking about a Lithuanian school, the answer is Independence Day / Restoration of the State, every 16 February. Offices and most businesses close. If the asker is in the United States, open a year grid and find the third Monday. Only then say whether feb 16 holiday is the federal Monday. If the asker is in neither place, 16 February may be an ordinary Saturday with no civic name at all.

What not to bolt onto the 16th
Valentine’s Day is 14 February. It is not a federal holiday and it is not two days early when people start searching “feb 16 holidays” after a long weekend. Presidents’ Day sales are retailer inventions hung on the Monday. A shop that runs the sale from Saturday the 14th through Monday the 16th is selling, not legislating.
Other countries may have their own 16 February observances in a given year. Do not assume a second national day from a blog list without naming the country. The two that answer the usual English query are Lithuania’s fixed national day and the occasional US Monday. If your workplace is closed on a 16 February that is not a Monday, you are probably not on the US federal list. You may be on Lithuania’s. You may be on a company day. Ask which.
Michigan has recognized Lithuanian Independence Day on 16 February as an observance for residents who keep that heritage. An observance in a US state proclamation is not a US federal close. It can still be the reason a community hall is booked. Labels first, shutters second.
