Kyiv is the reference point for Ukrainian time. Government, transport and broadcast schedules are all published in Kyiv time, and the phrase "Kyiv time" is used the way other countries say the name of their zone.

The offset is two hours ahead of UTC in winter and three in summer, matching Eastern European Time as used across the Baltic states, Finland, Greece, Romania, Bulgaria and Moldova. That alignment makes scheduling across much of eastern Europe straightforward.

Time zone and summer time

Standard time is UTC+2, Eastern European Time. Summer time is UTC+3, Eastern European Summer Time. Clocks move forward in late March and back in late October, on the European schedule. The database identifier is Europe/Kyiv.

The identifier is worth noting: older software may still carry the spelling Europe/Kiev, which continues to work as an alias, but Europe/Kyiv is the current name. If you maintain systems that store zone names, this is a small update worth making.

One clock across a wide country

Ukraine is large enough east to west that the sun rises noticeably earlier in Luhansk region than in Zakarpattia. Even so, the country has kept a single civil time, so a winter sunrise in the far west arrives well after the working day has begun by the clock.

A single time zone is a decision that the country should agree with itself before it agrees with the sun.

Regions

All Ukrainian oblasts use the same time. Broadly: Centre — Kyiv, Cherkasy, Poltava, Vinnytsia. West — Lviv, Ivano-Frankivsk, Ternopil, Uzhhorod, Chernivtsi, Lutsk, Rivne. North and east — Chernihiv, Sumy, Kharkiv, Dnipro, Zaporizhzhia.

South — Odesa, Mykolaiv, Kherson. Rail timetables are published in Kyiv time from end to end, which removes any ambiguity on long routes. A departure listed for a station in the far west is the Kyiv-time hour, not a local adjustment.

Converting to Kyiv time

Useful comparisons for anyone working with Ukraine: Against the UK, Kyiv is two hours ahead in both winter and summer, because both change on the same dates. Against Berlin, Paris and Warsaw, Kyiv is one hour ahead all year, for the same reason.

Against UTC, add two hours in winter and three in summer. Against the US east coast, Kyiv is seven hours ahead for most of the year, with brief shoulder periods when the gap differs by an hour. Because Ukraine changes clocks on the same weekends as the European Union, the difference to European partners stays constant year-round. The only conversions that shift are those to regions with different daylight saving rules, such as North America, or none at all, such as much of Asia and Africa.
