Bukavu is a city in South Kivu, in the east of the Democratic Republic of the Congo, on the southern shore of Lake Kivu. It does not keep a provincial hour or a lakeside hour of its own. Official clocks follow Central Africa Time: two hours ahead of UTC. The usual computer identifier is Africa/Lubumbashi. That file is named for a Copperbelt city farther south. The offset it describes is the offset on this shore as well.
The country is not one clock. Western Congo, including Kinshasa, uses West Africa Time at UTC+1. Bukavu, Goma, and Lubumbashi use UTC+2. A domestic call that only says “Congo” is not a timestamp. If the other desk is in Kinshasa, they are an hour behind this page. If they are in Goma, at the north end of the same lake, the numerals already match.
Rwanda sits across the water. Kigali and the Rwandan shore also keep UTC+2 in present civil time, so a conversation over the lake needs no arithmetic. The border is real. The hour, here, is not the thing that changes. A phone that offers a new zone name after it picks up a Rwandan tower should still read UTC+2. Check the offset before you accept a rename.
South Kivu does not get a third Congolese belt. Towns up the lake and inland share CAT. What they do not share is one skyline. Hills around the basin can delay first light on one street while another already sees the disk. The listed sunrise assumes a standard horizon at Bukavu’s coordinates, not your particular slope and not a Kinshasa pin from a national intranet.
Stamp the invite CAT or UTC+2, and write Bukavu. If the other end is Kinshasa, they are on UTC+1 — convert, do not guess “Congo.” Leave daylight saving off. This shore does not use it. Pick Bukavu for sun and weather, not a country centroid and not Lubumbashi’s plateau.
Because the offset is fixed, a weekly call booked as 09:00 in Bukavu stays 09:00 in Bukavu. A counterpart in Paris or Johannesburg may still move. Johannesburg is also on CAT in present civil time, which makes that particular gap stable; Paris is not. Named zones beat a spreadsheet cell that only stores a local number.
Lake Kivu is a border. It is not an hour. The Rwandan shore already agrees with Bukavu’s clock.
Bukavu sits near the equator, so day length stays close to even through the year. You will not see the collapsed winter afternoons of a northern capital. Dawn and dusk still drift slightly with the date. The figures here belong to this city’s location, not to a rainforest average and not to a copied Goma pair. North-shore minutes are close. They are still the wrong pin for this southern bank.
The climate is tropical highland: milder air than a lowland river city at the same latitude, with wetter and drier stretches. Cloud over the lake can hide sunrise without moving the printed minute. The weather line is the present reading for Bukavu. It is not a lake-level forecast, not a volcano warning, and not a climate nickname for the next season.
Grey walking light opens before the listed sunrise and remains after sunset. For work outdoors, that fringe is the useful mark, not the single CAT numeral. Indoor meetings still start on UTC+2. Outdoor plans should start from rain, hill shadow, and the actual sky as well as the displayed time.
Write “09:00 Bukavu (UTC+2)” on mixed invites. That prevents someone from assuming the capital’s western hour, and it prevents CAT from being guessed at. The city name is the honest unit. “Congo time” is how people miss the country’s other clock.
