Istanbul is permanently three hours ahead of UTC under Turkey’s national time system. There is no local daylight-saving switch, so crossing the Bosphorus does not change the time and neither does traveling to another Turkish province.

Istanbul’s sunrise shifts substantially with the seasons because day length changes. Summer mornings brighten earlier and evenings remain light longer; winter mornings begin later and darkness comes sooner. The correct value must always be tied to a particular date.
The metropolitan area also stretches far enough from west to east for precise solar calculations to vary slightly between outer districts. For everyday planning, a central Istanbul value is usually adequate. Photographers and observers seeking a carefully aligned shot should use their actual coordinates.
Confirm whether the location is on the European or Asian side. Choose the date in Istanbul local time. Separate astronomical sunrise from the earlier dawn period. Consider buildings, hills, cloud, and the direction of the shoreline.
An open view over the Sea of Marmara or Bosphorus can reveal a clear horizon, while dense streets may keep a viewpoint shaded. A published solar time describes geometry, not the moment sunlight reaches every balcony.
