Muscat provides the reference most commonly used for Omani time. Its fixed four-hour lead over UTC applies in winter, summer and the months between. Calendar software may identify the zone by the city name because Muscat is the national capital.

Urban centres within Muscat Governorate
Muscat Governorate contains a continuous and varied metropolitan area. Muscat, Muttrah, Bawshar, Seeb, Al Amerat and Qurayyat are its wilayats and major geographic references. Seeb and Bawshar include extensive urban development, while old Muscat and Muttrah remain familiar central landmarks.
Every neighbourhood follows the same time. No conversion is needed between Muscat International Airport near Seeb, commercial areas in Bawshar, the waterfront at Muttrah or communities farther south in Qurayyat.
Location labels can still matter when looking up sunrise. A service centred on Muscat may be adequate for most city purposes, but Seeb and Qurayyat occupy different positions along the coast. Selecting the actual district gives a more locally relevant result.
