North Karelia lies in eastern Finland, with Joensuu as its regional capital. Despite its position near Finland’s eastern frontier, it has no special regional offset. Local government, businesses, schools, and public transport all use Finnish civil time.

The standard-time name is Eastern European Time. During the summer-time period, Eastern European Summer Time applies. The clock transition is made nationally rather than municipality by municipality. Lieksa and Nurmes serve northern and northeastern areas. Kitee is an important centre in the south. Outokumpu is a town west of Joensuu. Ilomantsi is an extensive municipality near the eastern border.

All these places use an identical official clock. A device set to a Finnish time zone will display the right regional hour, provided its time-zone data and automatic time settings are current.
