24:00, PT24H, and P1D

24:00 as a stamp is midnight at the end of a date, a format some rosters still print instead of 00:00 on the next date. 24:00:00 as elapsed time is 24 hours. 00:24:00 as elapsed time is 24 minutes if the fields are hh:mm:ss. 00:00:24 is 24 seconds. The colon does not announce which field is hours. The field order does.

ISO 8601 duration form writes 24 hours as PT24H. It writes one calendar day as P1D. Those two strings match in length only when that day is 24 hours. P1D follows the calendar. PT24H follows the clock span. For a countdown, PT24H is the honest duration. For “this date on the wall calendar,” P1D is the honest date unit, and local DST may still make the civil clock run 23 or 25 hours inside it.

Twenty-four hours is a length. 24:00 is a costume that length sometimes wears. The costume is allowed to look like midnight without being a new unit. Leap seconds can make a UTC day 86,401 seconds long, written 23:59:60. That oddity belongs to a labelled UTC day, not to a kitchen timer set for 24 hours. For ordinary timing, 24 hours is 86,400 SI seconds, written in whichever format the next reader already understands.
