Kampala, the capital, sits near the northern shore of Lake Victoria, close enough to the equator that sunrise and sunset stay remarkably steady all year. Daylight arrives early and leaves early, in roughly twelve-hour halves, month after month.

That equatorial steadiness is the background to the country's timekeeping. Where higher-latitude countries argue about whether to shift the clock for summer evenings, Uganda has no seasonal swing in daylight to shift for.

One zone, one offset

The whole country uses UTC+3, known as East Africa Time. The database identifier is Africa/Kampala. No daylight saving is observed, and none has to be checked for. Uganda shares this offset with Kenya, Tanzania, Ethiopia, Somalia and South Sudan, which makes East African regional coordination unusually simple. A meeting time announced for Nairobi needs no conversion for Kampala, and vice versa.

Traditional counting of hours

Alongside the clock on a phone, many Ugandans use a way of counting hours that starts at dawn rather than at midnight. In that reckoning, the first hour of the day corresponds to roughly seven in the morning by the clock, and hours are counted forward from there. It works precisely because the sun is so punctual this close to the equator.

Visitors occasionally arrive six hours early or late for an appointment as a result. The safest habit is to confirm whether a stated hour is on the clock or on the older reckoning, particularly when arranging transport or a village meeting outside the cities.

Near the equator, the sun keeps better time than any committee. It is the one schedule nobody has thought to reform.

Regions of the country

Uganda is administered in four broad regions, all sharing the same clock: Central — Kampala, Entebbe and the districts around Lake Victoria. Eastern — Jinja, Mbale and the approach to the Kenyan border.

Northern — Gulu, Lira and the districts toward South Sudan. Western — Mbarara, Fort Portal and the mountains along the Congolese border. The country spans a few degrees of longitude, so the sun genuinely rises a little earlier in the east than in the west, but the difference is small and no separate zone has ever been needed for it.

Working with Uganda from abroad

Because there is no daylight saving, only the other party's changes affect the gap: Against the UK, the difference is three hours in winter and two during British summer time. Against continental Europe, it is two hours in winter and one in summer.

Against India, Kampala is two and a half hours behind, unchanged all year. Against the US east coast, mornings in Kampala are the previous evening in New York, so the workable overlap is narrow. Business hours in Kampala typically run through the morning and afternoon on weekdays, with an early start that fits the early sunrise. Traffic in the capital shapes practical scheduling at least as much as the clock does — an appointment across town is planned around congestion, not around the hour alone.
