Kigali is Rwanda's capital and largest city, spread across a set of ridges in the country's centre. Its clock is UTC+2 and stays there permanently — no seasonal adjustment has ever needed explaining to anyone arriving.
Rwanda is small enough that the entire country fits comfortably within a single sensible offset. The distance from the eastern border with Tanzania to the western shore of Lake Kivu is short enough that solar noon barely shifts across it.

Regions and neighbours
Rwanda is divided into five provinces — Kigali City plus the Northern, Southern, Eastern and Western provinces — and all five keep UTC+2. Butare in the south, Musanze in the north near the volcanoes, and Gisenyi and Kibuye on Lake Kivu are all on the same hour as the capital.
Regionally, Rwanda's offset separates it from part of its neighbourhood. Burundi and the Democratic Republic of the Congo's eastern provinces share UTC+2, so crossing those borders changes nothing. Uganda, Tanzania and Kenya sit an hour ahead on UTC+3, which is worth remembering on the overland routes toward Kampala or Nairobi.

A fixed UTC+2 makes Rwanda straightforward to schedule against, provided you account for movement on the other end: Against UTC: two hours ahead, always. Against South Africa: identical, since both use UTC+2 with no seasonal change.
