A very wide country on one clock
Niger is one of the largest countries in Africa by area, reaching from the Niger River in the south-west deep into the Sahara in the north and east. All of it runs on UTC+01:00. That means the relationship between the clock and the sun differs noticeably from one end of the country to the other. In the far east, near the Chad border, the sun is well up while the clock still reads early morning in Niamey terms. The clock does not care; it is a legal and administrative convention, and Niger has settled on one for the whole territory.
A time zone is a decision, not a measurement — which is why a country wider than the sun's patience still manages with a single one.

Niamey — the capital in the south-west, on the Niger River, and the reference for official hours. Zinder and Maradi — the southern belt, where much of the population lives. Agadez — the gateway to the Sahara, centrally placed and far from the capital.

No clock changes, ever
Niger does not observe daylight saving time. This is the norm across the region: near the tropics the length of the day varies little through the year, so moving the clock to chase evening light would achieve almost nothing.
The practical benefit is that Niger's offset can be treated as a constant in any calculation. A conversion you work out in January is still correct in July. The only variable in an international schedule is what the other country does with its own clock.

At UTC+01:00, Niger matches Nigeria, Chad and several other West and Central African neighbours — no conversion needed for those. Against Western Europe, Niger and the UK differ by an hour in winter and are level in the British summer, because the UK shifts and Niger does not.
Against Central Europe, Niger is level in winter and an hour behind in summer, for the same reason. Mali and Burkina Faso, to the west, sit an hour behind at UTC+00:00 — a real boundary on a much-travelled route.
