Voronezh is a city in Voronezh Oblast, in the Black Earth country of European Russia, on the Voronezh River in the Don basin. It does not keep a chernozem hour or an oblast hour of its own. Official clocks follow Moscow Standard Time: three hours ahead of UTC, the same offset as Moscow itself. Computers usually store that stamp as Europe/Moscow. The file is named for the capital.
