Chisinau is the capital of Moldova, in Chișinău Municipality, on the Bîc in the centre of the country. It does not keep a capital extra or a municipal meridian of its own. Official clocks follow Eastern European Time in the colder months and Eastern European Summer Time once the country springs forward. IANA lists the pair as Europe/Chisinau. The label names this city. The rules it carries are the rules on these streets as well.
Moldova is one official zone. A clock here and a clock in Bălți or Cahul should agree on the numerals. They will not agree on first light.
