Mashhad keeps Iran Standard Time (UTC+3:30) all year, with no daylight-saving jump. The clock here is civil time in Razavi Khorasan. Sunrise, sunset, and weather are local readings, not a second Iranian offset.

What time is it in Mashhad is the national civil hour in this northeastern city, the same hour used in Tehran and in a town on the opposite side of the country. Iran keeps one official stamp. There is no separate Khorasan time on the legal clock. The IANA identifier is Asia/Tehran. Software borrowed the capital’s name for the whole country. It does not move this clock west to the capital.
The offset is three and a half hours ahead of UTC. People who live on whole hours drop the thirty minutes when they convert in their head. That is the ordinary error. Three and a half is not three. It is not four. If your meeting math used a round number, redo it. Two live clocks beat a rounded guess.
Under current tzdata Mashhad does not change this offset for summer. If a foreign plugin still adds a spring hour because it remembers an older Iranian rule, the plugin is stale. Check it against the clock on this page. When the other party is in a country that does jump, the gap will still breathe. This city’s wall will not.
UTC+3:30 is built on 52°30′E. Mashhad lies east of that meridian, so solar noon arrives before 12:00 on the wall. The sun is highest earlier here than it is in Tehran on the same civil clock. That is longitude doing its job. It is not Mashhad running a private fast hour. Offices, broadcasts, and transport run on the national minute. The sky runs on the local meridian.
Razavi Khorasan is a province. It is not a zone. A county town in the province and a neighbourhood in Mashhad share the legal hour. They do not share the exact minute of sunrise if a ridge or a different longitude sits between them. Agree on civil time for appointments. Agree on a place name if the light itself is the appointment.
Write IRST or UTC+3:30, never a rounded +3 or +4. Leave daylight-saving toggles off unless you have checked a live Mashhad clock. Treat Asia/Tehran in software as the national stamp, not as a capital-only clock.
Convert through UTC or through two live displays, not through a neighbour’s whole-hour zone. Neighbouring countries use other offsets. Afghanistan, Turkmenistan, and the Persian Gulf states are not a hint. The border is a border. The hour is national. If a phone jumps after a short trip inside Iran, the phone failed.
Half an hour is the whole Iranian stamp. Round it to a whole hour and you did not convert. You guessed.
Sunrise and sunset are calculated for Mashhad’s coordinates and the date. They are not a provincial circular. Because the city sits east of Tehran, first light here is earlier on the shared civil clock than first light in the capital. Photographers who copy a Tehran sunrise onto Mashhad will be late for the light even though they are on time for the hour.
Midwinter sunrise is later on the wall and sunset is earlier. Midsummer reverses that. This city is in the northern hemisphere, so June is the long-day end of the year. Do not copy a southern-hemisphere calendar onto Razavi Khorasan. Do not copy a Caspian sunrise either. The legal stamp may match another Iranian city. The horizon will not.
Dust, haze, or cloud can hide the disk and still leave the calculated event where geometry put it. For the geometric instant, use the table on this page. For the minute the street looks bright, look at the street.
Mashhad’s climate is more continental and drier than a humid coastal city on the same latitude. Summers are warm to hot; winters are colder than on the Gulf. That is the year’s pattern, not this afternoon. The weather reading here is the present condition over the city. It is not a desert stereotype and not a mountain forecast for a ridge you cannot see from the clock.
A cold morning does not put Iran on winter time, because this city is not switching offsets. A hot afternoon does not create summer time. When you schedule a visit or a call, give 09:00 Mashhad (UTC+3:30). Give the weather only if someone is walking. Office days and school days run on the civil hour. Fame does not mint a second stamp.
